Infrastructure Concession Regulatory Commission

I warmly welcome you to the website of the Infrastructure Concession Regulatory Commission (ICRC). This platform has been designed to provide easy access to information, resources, and updates on our activities as we work to deliver sustainable infrastructure through Public-Private Partnerships (PPPs) in Nigeria.

The Commission was established by the ICRC Act, 2005, with a clear mandate to develop the regulations, guidelines, and procurement processes for PPP. The ICRC collaborates with the sub-nationals to promote an orderly and harmonised framework for the development of Nigeria’s infrastructure and to accelerate the development of a market for PPP projects. Our role is to ensure that government Ministries, Departments, and Agencies (MDAs) deliver bankable and value-driven projects in collaboration with the private sector. Through this mandate, we serve as the bridge between public needs and private sector efficiency, innovation, and financing.

Our vision is to be a credible regulatory institution in the development of public infrastructure and services through PPPs for the creation of wealth and economic development.

Our mission is to ensure efficient infrastructure service provision to achieve Value for Money, Public Interest, Transparency, and Competition.

We are committed to ensuring that all projects deliver value-for-money, provide efficient services, and improve the overall quality of life for our citizens. Over the years, the Commission has provided regulatory guidance for projects in critical sectors such as transport, power, healthcare, housing, technology, etc. These initiatives are not only about building physical assets, but also about unlocking opportunities for economic growth, job creation, and sustainable development.

This website offers a window into our work — ranging from policies and guidelines to updates on ongoing projects, success stories, and opportunities for collaboration.

Whether you are a policymaker, an investor, a development partner, or a concerned citizen, we encourage you to explore the resources available here and engage with us as we collectively bridge Nigeria’s infrastructure gap.

Together, through time-bound delivery, inter-agency collaboration, service delivery optimisation, strategic partnerships, robust project categorisation, and innovative financing solutions, we can transform our infrastructure landscape and unlock opportunities for national prosperity.

Welcome once again.
