Director General Infrastructure Concession Regulatory Commission

Overview

The Office of the Director General (DG) serves as the highest leadership and coordinating arm of the Infrastructure Concession Regulatory Commission (ICRC). The DG provides overall strategic direction, ensures adherence to the Commission’s mandate, and represents the Commission at both national and international levels.

The DG’s Office is central to driving Nigeria’s vision of achieving sustainable infrastructure development through effective Public-Private Partnerships (PPPs). It acts as the bridge between government, private investors, and development partners while safeguarding transparency, accountability, and national interest.

Mandate of The Office

The DG’s Office is mandated to:

Provide executive leadership and oversight across all

Approve key PPP frameworks, policies, and strategic plans

Engage with Federal Ministries, Departments, and Agencies (MDAs) to drive project development.

Represent the Commission in international partnerships, summits, and investment forums

Uphold transparency, compliance, and accountability in concession processes.

Drive organizational reforms and institutional capacity building.

Core Functions

Leadership & Governance: Setting the vision, mission, and values of the Commission.

Stakeholder Engagement: Leading high-level engagements with MDAs, private sector investors, and global development

Policy Direction: Providing strategic input on national infrastructure policies and PPP regulations.

Oversight & Accountability: Ensuring that all PPP agreements deliver value-for-money and align with national priorities.

Institutional Development: Strengthening the Commission’s human capacity, technology, and processes.

Key Activities of the Office

Leading negotiations and decision-making in major PPP projects.

Approving feasibility studies, concession agreements, and compliance reports.

Delivering keynote speeches, policy addresses, and communiqués at stakeholder events

Monitoring national PPP strategy implementation and reporting progress to the Federal Government.

Coordinating cross-departmental efforts within the Commission to ensure efficiency

Facilitating knowledge exchange through international collaborations and donor-funded initiatives.
