FG’s PPP Shoe & Garment Factories Can Supply Paramilitary – ICRC

June 12, 2025
The Infrastructure Concession Regulatory Commission (ICRC) has highlighted the significant potential of the Federal Government’s Public-Private Partnership (PPP) initiatives in addressing Nigeria’s paramilitary uniform needs. According to the ICRC, the National College of Security (NCoS) shoe and garment factories, established under the PPP framework, are capable of producing high-quality uniforms and footwear to meet the growing demands of Nigeria’s paramilitary agencies. Speaking on the development, ICRC officials emphasized that these factories are equipped with modern machinery and employ internationally recognized production standards, ensuring both durability and comfort for personnel. The initiative is part of the government’s broader strategy to strengthen local manufacturing, reduce dependence on imports, and support economic growth through PPP investments. The ICRC noted that the facilities not only have the capacity to meet current demands but can also scale production to cater to emergency situations or expansion needs within Nigeria’s paramilitary agencies. This ensures that personnel across agencies such as the Nigeria Security and Civil Defence Corps (NSCDC), the Federal Road Safety Corps (FRSC), and other critical security services receive timely, standardized uniforms and footwear. Moreover, the commission stressed that the PPP arrangement promotes efficiency, transparency, and sustainability in public service delivery. By leveraging private sector expertise, the government can optimize operational management while maintaining accountability in the production process. Industry analysts have lauded the initiative, highlighting its potential to stimulate local manufacturing, create jobs, and support the government’s “Made in Nigeria” policy. With increased adoption and proper oversight, the NCoS factories under the PPP model could serve as a blueprint for other sectors where local production is essential for national security and economic self-reliance. In conclusion, the ICRC’s statement underscores the success of the Federal Government’s PPP ventures in not only meeting immediate paramilitary needs but also in fostering long-term industrial growth and self-sufficiency in Nigeria.
