Oversees the Monitoring and Compliance of all Concession agreements in various sectors including Energy, Ports, and Aviation. He holds an MBA from Middlesex University, UK.
Director, Transport Infrastructure
Oversees PPP projects in railways, aviation, roads and bridges sub-sectors, ensuring compliance and efficient delivery of transport infrastructure.
Dr Jobson Oseodion Ewalefoh is the current Director-General of the ICRC. He is a professional with over two decades of experience in government and International Development Organizations, in addition to expertise in Public Sector Reforms, Public-Private Partnerships, Public Policy, Procurement and Development.
Until his appointment, Dr. Ewalefoh was the Director in charge of the Public Private Partnership Resource Department (P3RD) of the Infrastructure Concession Regulatory Commission (ICRC) with responsibility for the Development, Procurement and Delivery of Public Infrastructure Projects in the Energy, Agricultural, Oil & Gas, Urban, Social, Defence & Security sectors.
He had previously served as the Director of the Contract Compliance Department (CCD) of the ICRC, where he oversaw the Monitoring and Compliance of over 100 Concession Agreements in Energy, Port (wet and dry), Agriculture, Aviation, Information and Communication Technology (ICT), Health Care Services, Financial Services, Telecommunications, Manufacturing and Railways with responsibility for the custody of all the PPP contracts executed at the Federal Level.
He was the pioneer Head of the Information & Communication Technology (ICT) unit of the ICRC that undertook the setting up the ICRC ICT infrastructure, by implementing and deploying the ICT backbone of the Commission.
Prior to joining the ICRC, Dr. Ewalefoh was involved in the implementation of the European Union (EU) support to the Economic & Financial Crimes Commission (EFCC), as a consultant for the United Nations Office on Drugs and Crime (UNODC). He started his career with the Bureau of Public Enterprises (BPE), where he played a pivotal role in Nigeria's reform and privatization of Public Enterprises.
Dr. Ewalefoh has a Doctor of Philosophy (PhD) degree in Development Studies from the University of South Africa (UNISA), Master degrees in Economics (MSc) from Enugu State University of Technology, Information Technology (MIT) from Ladoke Akintola University, Business Administration (MBA) from the University of Abuja, Public Administration (MPA) from the University of Abuja and a Bachelor’s degree in Computer Science (BSc) from the University of Benin.
Dr. Evelyn Alaye-Ogan is currently the Director, Support Services Department where her immediate responsibilities include providing leadership and coordinating the activities of the various units in the directorate including Finance & Accounts; Human Resources and Administration; and Information & Communications Technology (ICT).
She joined the ICRC in 2011 where she headed the Project Finance Section of the World Bank-funded Public-Private Partnership (PPP) Project housed in the ICRC till the year 2014 when the project was moved to the Federal Ministry of Finance (FMF). She was seconded to the FMF where she continued to head the Project Finance Section of the Project until she returned to the Commission in 2019.
Before joining the ICRC, Dr. Alaye-Ogan had worked for about 15 years in national and international projects in the areas of community education, microfinance, agriculture, and HIV/AIDS. These various projects were funded by USAID, CDC, and DFID.
She holds two Ph.Ds: in Gender Development Studies from Universidad Empresarial De Costa Rica - Costa Rica and in Development Economics from St. Clements University in British West Indies; an M.Sc. in Procurement, Logistics, and Supply Chain Management from University of Salford, Manchester - UK; an MBA in Banking and Finance from Enugu State University of Technology, and a B.Sc. in Business Administration from the University of Benin - Nigeria.
Dr. Alaye-Ogan is a Fellow of the Institute of Chartered Accountants of Nigeria (ICAN) and a member of the Chartered Institute of Taxation of Nigeria (CITN).
Mr. Ahmed T. AbdulRazaq is the Director of the Contract Compliance Department (CCD) of ICRC. He oversees the Monitoring and Compliance of all Concession agreements in various sectors of the economy including Energy, Ports (wet and dry), Agriculture, Aviation, Information and Communication Technology (ICT), Health, Financial Services, Telecommunications, Manufacturing and Railways.
He also oversees the development of Policies and Regulations to guide the effective and efficient implementation of PPPs in Nigeria. Before his position as Director, Mr. AbdulRazaq was Deputy Director/Head Urban & Energy Infrastructure Unit of the PPP Resource Department (P3RD) of ICRC; Deputy Director/Head Monitoring & Compliance in the CCD from 2016 - 2023.
Mr. AbdulRazaq has extensive experience in project screening, evaluation, appraisal, development, procurement, negotiations, financial review, contract drafting, and contract management.
AbdulRazaq holds an MBA from the Middlesex University Business School in the United Kingdom (UK) and a Bachelor of Arts in History from the University of Ilorin, Nigeria. He is a fellow of the Institute of Consulting, a member of the Chartered Management Institute, and the Association of Members of Business Administration, all in the UK.
Mr. Shehu Sani Danmusa is the Director of Transport Infrastructure Department at the ICRC.
He is responsible for providing regulatory guidance and oversight for PPP projects in the critical transport sectors, including railways, aviation, roads, and bridges sub-sectors.
His role involves ensuring that transport infrastructure projects meet the regulatory standards of the commission and contribute to the national transport network efficiency.
